Gladesville ‘Village’ Development

Report on Architectus briefing Feb 11, 2014

Over a hundred people turned up at the public meeting in the town hall to hear a preliminary response from Architectus, Council’s consultants, to the Gladesville Shopping Village Development Application and Traffic Consultants McLaren Engineering.

Summary – withdraw or redesign

Architectus has recommended that the applicant either
• Withdraw the DA, or
• Make substantial modifications to the DA, which will warrant re-exhibition of the proposal.

Submissions received

The consultants made an overview of the 277 submissions received, of which 271 objected to the proposal.
The major issues raised were:
• Traffic and Transport – 32%
• Height bulk and scale – 13%
• Design and aesthetics – 10%
• Heritage – 8%
• Lack of infrastructure – 6%
• Density – 3%
• Community engagement – 2%

Architectus response to submissions

The website shows the full list as well as the consultant’s response to the key issues raised, which included the following:

  • Should amended plans be submitted, which address the concerns raised, then Community consultation should be an integral part of the design process.
  • Architectus has sought clarification from the applicant regarding height and floor space calculations.
  • Architectus has recommended a reconsideration of the design in relation to materials and finishes, expression of entry points and podium design.
  • The Flagstaff St wall should be only 2-3 storeys in height
  • There should be a retail analysis provided to identify demand for retail and commercial floor space in the vicinity.
  • Noise impacts should be a condition of any approval and approprate mitigation measures taken
  • Privacy to the town houses in Massey St to be improved
  • Pedestrian accessibility and permeability through the site to be maximised
  • Lack of infrastructure to be addressed through a monetary contribution (Section 94A) to Council
  • Public open space and landscaping to be redesigned to serve as a community focus
  • Safety and security to be upgraded
  • Traffic – there are major deficiencies in traffic and parking

Heritage impact – No 10 Cowell St and surrounding heritage items

  • The LEP and DCP assume comprehensive development of the site.
  • Relocation of the timber cottage should be considered.
  • Architectus has commissioned an independent heritage assessment of the proposal

Planning Bills due back in Parliament 25 Feb

If (like me) you haven’t had time to email all the Parliamentarians before 25 February, there is a simple link here that will do it all for you!  Yes it is probably better to write a personal one, but a standard letter will help too.

In November last year, the NSW Minister for Planning and Infrastructure, The Hon. Brad Hazzard MP, withdrew the NSW Planning Bills until 25 February 2014 because of the amendments made in the Upper House by the Labor, Greens and Shooters and Fishers parties.  This only happened as a result of the community campaign of letters, emails and phone calls!

We need  your help to ensure that the Planning Bills are not re-introduced to Parliament and do not become law- now or ever.

Together we can ensure that NSW gets a responsible, community-responsive and ecologically sustainable planning system fit for the 21st century.

Urgent need to prevent degradation of Hunters Hill’s riverscapes

Hunters Hill Trust member Gillian Coote has been urging Council to enforce development conditions and prevent further degradation of the riverscape along the foreshore below Bonnefin Road.

“No. 35 Bonnefin Road, is now vacant and will be sold, I understand, by the bank which owns the mortgage.  

Council must commit to informing the bank and their buyers of the ongoing DA conditions on the property as a matter of urgency so that those areas which are within the l5m Foreshore Building Line are not mown, chopped, sawn down, dug up, landscaped and replanted with exotic species, as has happened with monotonous regularity elsewhere along the foreshore.  

The house at No. 35 is built almost to the l5m Foreshore Building Line, the first half of which is currently a beautiful wild meadow of native species including Lomandra longifolia, Imperata cylindrica (blady grass), Microlaena stipoides, Commelina cyanea, Dianella caerula and Entolasia.

Since the property was first developed, Council has not bothered to insist on the DA conditions ie the ongoing maintenance of this native meadow.  This means that exotics such as Paspalum dilatatum, Salpichroa origanifolia, Setaria parviflora, Bidens pilosa and Conyza have appeared.

Below this meadow, the land slopes towards the river with a variety of indigenous trees, including Breynia, Glochidion ferdinandi, Pittospoprum undulutumn, Polyscias sambucifolia, Kunzea and Angophora.

As you can imagine, these habitats attract a wide range of wildlife, including birds, lizards and insects.”

Forum on NSW Planning Legislation in Hunters Hill

National Trust Vienna Committee and Hunters Hill Trust are hosting a Forum on the new NSW Planning Legislation.

Speakers :

  • Robyn Christie, National Trust Board Member & President Hunters Hill Trust
  • Phil Jenkyn OAM, conservationist activist & co-convenor Save Hunters Hill Municipality Coalition.

Both Anthony Roberts MP and Victor Dominello MP were invited to present the Government’s case for the new legislation but have sent apologies.  

The Legislation was considered by NSW Parliament late last year and was significantly amended in the Legislative Council following major community action and lobbying by heritage and environmental groups. The Government now says the amendments are unacceptable and plans to reintroduce the legislation when Parliament resumes on 25 February.

The Planning Minister Brad Hazzard recently approved the demolition of the Windsor Bridge, and roadworks that will impact on the nationally significant Thompson Square, the oldest public square in Australia. This approval is contrary to the advice from the Planning Department and from State and Federal Heritage bodies.This doesn’t auger well for the new Planning Legislation.

Sorry saga continues at Boronia Park Oval

Three and a half years after trucks started dumping fill at Boronia Park No 3 Oval we are still faced with problems:

  • Excessive size of field
  • Excessive slope of the batter at the northern end
  • Inclusion of ‘dirty fill’
  • Failure to stabilise the batters.

HHT recommends that

  1. That no further Council projects be classified as Exempt Development unless fully assessed to be genuinely of minor impact, and performed under full Council supervision.
  2. That the Survey report(s) supplied to Council, showing the actual size and height of the field in relation to its original size and height, be made available. 
  3. That the Engineer’s report(s) supplied to Council as to the structural soundness of the retaining walls be made available.  
  4. That the incomplete items be completed.  
  5. That a financial report be made available showing all contributions to the cost of the project, financial or in-kind, including Government grants, and Council’s own contributions.

Feds withdraw funds from Environment Defenders Office

EDO is an independent community legal centre that specialises in environmental law. The federal government has broken its promise to fund EDOs across the country for 4 years.

This will severely weaken the community’s capacity to take on government and industry when developments threaten to degrade our local environment.  It comes at a crucial time when important laws which guarantee clean air, clean water, a safe climate, and healthy biodiversity are being  dismantled.

For the first time in nearly 30 years – access to the justice system will be severely restricted.

Alcohol trading in Hunters Hill till 4 a.m ?

Hunters Hill Hotel wants to extend their trading hours till 4:00 a.m (HHH currently closes at midnight).  Their DA asks for:

  • Monday-Friday: 10:00 am – 4:00 am
  • Saturday: 8:00 am – 4:00 am
  • Sunday: 8:00 am – midnight

Clear evidence shows links between extended hours alcohol trading and increased alcohol related accidents, violence, property damage, anti-social behaviour.

Shelve the planning bills

Minister Hazzard plans to continue discussing the Planning Bills that the Government has been forced to withdraw.  The government is planning to continue internal discussions about the bills on Tuesday and Wednesday this week.  Email Government MPs before next Tuesday to urge them to shelve the Bills.
